Tim Carter
Head of Environment

Tim has over 20 years’ experience in the environmental assessment of major infrastructure projects gained across a range of sectors, including marine, coastal defence, habitat creation, energy, highways, leisure, mining and rail. Following time with Gillespies and Babtie, Tim joined multi-disciplinary consultancy firm Hyder Consulting (now Arcadis). As Technical Director with Hyder, Tim was responsible for leading multi-disciplinary assessment teams in Cardiff and Bristol. Tim has extensive experience of EIA coordination, ecological design, habitat management and stakeholder engagement.

As Head of Environment with Tidal Lagoon Power, Tim leads the environment team with responsibility for the delivery of the Environmental Impact Assessments (EIAs) for the lagoon programme and associated work streams, including Habitats Regulations Assessment (HRA) and Water Framework Directive (WFD) elements.

For Tidal Lagoon Swansea Bay (TLSB), Tim’s team have developed the environmental strategies and monitoring approaches required to discharge Development Consent Order (DCO) requirements and Marine Licence conditions. Tim has overseen the establishment of an Evidence Plan process for Tidal Lagoon Cardiff (TLC) to address the key EIA and HRA issues for the project, working closely with Natural Resources Wales, Natural England and the Environment Agency. Tim and team are also advising on the EIA of compensation proposals to be taken forward under the Ecosystems Enhancement Programme (EEP).

Tim has presented environmental evidence at Public Inquiries and Oral Hearings as an Expert Witness. He is a Chartered Member of the Landscape Institute (CMLI), a Member of the Institute of Environmental Management and Assessment (IEMA) and also a Chartered Environmentalist (CEnv).
